AI adoption in manufacturing by country

Share of manufacturing enterprises using at least one AI technology (Eurostat 2024–2025 and national surveys), IFR robot density and the manufacturing base for 45 countries, sourced, with a downloadable workbook and reading guide.

The short answer. Among the 17 countries with an official adoption share, Belgium leads at 39.8% of manufacturers using at least one AI technology and Romania is lowest at 3.2%. The spread is wider than the robot-density spread: automation arrived decades before the data layer that AI needs.

Reading the table before an AI project

Three patterns matter. First, high density with low adoption (Italy, Spain, Czechia, Slovakia, France): the lines are automated, the data is not, so the first AI project is usually a data project. Second, high adoption with moderate density (Denmark, Belgium, Netherlands, Austria): the digital layer exists, and the question becomes which loss to attack first; the data-readiness scorecard is the fast way to find out. Third, no official figure at all (most of Asia and the Americas): use the robot-density column and the sector mix on the country benchmark page, and treat vendor adoption surveys with caution.

Questions

What counts as a manufacturer "using AI"?

For EU countries: Eurostat ICT survey, enterprises with 10 or more employees in NACE C using at least one AI technology (text mining, speech recognition, image recognition, machine learning, process automation, autonomous movement). It measures whether any AI is used, not how much of the plant runs on it.

Why is there no figure for the United States, China or Japan?

Because no official survey with a comparable definition could be read on an official page in October 2026. We do not fill gaps with vendor surveys; where a government publishes a readiness index instead, it is listed separately.

Does high AI adoption mean high OEE?

Not by itself. Adoption surveys count any AI use, often in sales or back office. Production AI needs line-level availability, performance and quality data first; the data-readiness scorecard on this site is the practical test.
